With the Government planning to publish its response to the DWP consultation on ‘Options for DB Pension Schemes’ in the spring please join this panel discussion on DB Pension Scheme Surplus. The panel is made up of experts from the pension actuarial, trustee and legal fields who will provide an update on the new surplus rules, an overview of the impact of the changing surplus rules on trustee duties and discuss how the changes will impact the future strategy for DB pension schemes including the appeal to sponsors of running-on pension schemes.

Andy is a Senior Associate in Burges Salmon’s Pensions and Lifetime Savings team. He has substantial experience in all areas of pensions law, advising both pension scheme trustees and employers across a broad range of pensions issues. Andy advises in relation to both defined benefit and defined contribution arrangements. His experience includes projects such as benefit changes, liability management, closures, bulk transfers, mergers, corporate restructurings, historic scheme documentation issues, buy-ins/outs, use of surplus and winding-up. He advises on all aspects of the day to day running of pension schemes, including in relation to scheme governance, pensions dashboards, cyber security, drafting scheme documentation, member queries and providing trustee training. Andy is dual qualified in England & Wales and Northern Ireland.

Emma is an Actuary who has also attainted the Chartered Enterprise Risk Actuary (CERA qualification). She has over 13 years of experience in the pension industry, all of which she has spent with XPS. She specialises in advising company sponsors of pension schemes on funding strategies, with a significant part of her focus on complex pension schemes. Emma has been involved in numerous large, high-profile transactions. She leads our internal accounting expert team and boasts extensive experience in this domain.

Away from the office, Emma is an avid hockey player. When she's not on the hockey field, she's kept on her toes by her two children.

Gregor is an Actuary and Accredited Professional Trustee with over 25 years of experience in the pensions industry. Gregor worked as a consulting actuary with Mercer 13 years, moving to Join Deloitte Total Reward and Benefits, where he advised Trustees and Companies on funding and investment strategies. After 10 years, Gregor made the decision to move to trusteeship joining Dalriada Trustees in November of 2022.

Outside of work, Gregor is either playing golfer or walking his labrador, Jack.

Richard joined Burges Salmon over twenty years ago and been a partner in what is now the Pensions and Lifetime Savings team for the past ten years. Richard is dual qualified in Northern Ireland and England and Wales. He is a full member of the Association of Pension Lawyers, a member of the Pensions Regulator’s industry-wide diversity and inclusion working group and sits on the Society of Pension Professionals’ Legislation Committee. He advises trustee and employer clients across the full range of pensions issues from moral hazard investigations, funding negotiations and addressing historic documentation issues to de-risking (insurer buy-ins and buy-outs) and wind-up. Richard leads our work on cyber security for pension schemes.

Outside work Richard is a trustee of the Bristol Aero Collection Trust, the charity behind Aerospace Bristol, and is fighting a losing battle to get his (primary school age) children to follow his passions and pursue a career in either pensions or aviation!
