Governance and reporting of climate-related risks and opportunities

Join Investment Consultant Brendan Walshe and Actuary Alex Darsley from The Pensions Regulator on Monday 28th February at 10am to talk about how your views shaped the regulator’s new guidance, which will help trustees of schemes in scope of the regulations meet new standards of governance and requirements for reporting in relation to climate-related risks and opportunities.

The guidance gives practical examples of ways that trustees of schemes in scope can comply with the regulations, and an appendix to TPR’s monetary penalty policy highlights the enforcement approach that can be taken in response to breaches.

This month, TPR is also publishing a new step by step example setting out illustrative steps that trustees and their advisers could consider taking as they to work through the requirements of the Occupational Pension Schemes (Climate Change Governance and Reporting) Regulations 2021. This example was developed in response to requests made during the consultation process for more examples and additional detail.

The guidance and step by step example may also be useful to trustees of schemes that are not currently in scope of the regulations who want to consider how they might improve their identification, assessment and management of climate related risks and opportunities for their scheme.

In TPR’s consultation response published alongside the guidance, the regulator has also said trustees must ensure the advice they get from external experts is relevant and helpful, which Brendan and Alex will discuss in more detail during this digital event.

Brendan Walshe
Brendan Walshe
The Pensions Regulator

Brendan joined The Pensions Regulator in March 2015 and is a member of the Regulator’s Investment Consulting Team. Within his current role, Brendan acts as an adviser within TPR and provides advice on DB investment and funding strategies and contributes to the regulation of DC pension schemes. Brendan also provides specialist investment input to TPR’s regulatory policy and publications, including DB and DC Codes of Practice and regulatory guidance.

Prior to joining the regulator, Brendan worked with a number of leading consultancies providing advice to private and public-sector clients on all aspects of pension scheme investment, risk management and governance. Brendan has regularly spoken at industry conferences and contributed to a range of industry publications. Brendan is a Fellow of the Institute of Actuaries and has contributed to a range of Institute working parties.

Alex Darsley is an actuary in TPR’s Regulatory Policy, Analysis and Advice team. He has a special interest in climate change and sustainability issues for pension schemes and is currently helping to develop TPR’s policy approach.

He also sits on the IFoA working party on Biodiversity and Natural Capital risks. Prior to joining TPR, Alex worked in consulting for 13 years at Willis Towers Watson and Hymans Robertson, advising Trustees and sponsors of pension schemes on a range of matters.
