Emerging academic evidence suggests that institutional investors' climate-related activities are overwhelmingly concentrated in public equity relative to other asset classes. However, research findings also suggest that exclusions in public equity are unlikely to affect company behaviour nor to have a perceptible impact on real-economy emissions.

Dr Ellen Quigley, an academic at the University of Cambridge, will outline the evidence for investor impact claims across asset classes, including through stewardship activities and social discourse. She will outline a framework for the characteristics of a product that would combine the highest-impact levers – from sector focus and exclusion methodologies to asset class and investor engagement efficacy – to maximise the probability of institutional investor impact on real-world emissions. She will share details of a bond index project currently under development that has a variety of stewardship characteristics designed to maximise investor impact on company-level behaviour change, cost of capital for fossil fuel expansion and, ultimately, real-economy decarbonisation.

Dr Ellen Quigley is a Principal Research Associate, the Co-Director of Finance for Environmental and Social Systemic Change, and the Special Adviser (Responsible Investment) to the Chief Financial Officer, all at the University of Cambridge. Her work centres on the mitigation of climate change and inequality through the investment policies and practices of institutional investors. She is from Saskatoon, Saskatchewan, Canada, and holds an AB in English literature from Harvard College, an MSc in Nature, Society, and Environmental Policy from the University of Oxford, and a PhD in economics education from the University of Cambridge. Her article, Universal Ownership in Practice: A Practical Investment Framework for Asset Owners, won the GRASFI Paper Prize for Potential Impact on Sustainable Finance Practices in 2020.

With over 14 years DC Investment industry experience, is also a qualified Regulated Financial Planner, with a specialism in DC investment strategy design, sustainability, less liquid asset integration and provider market knowledge.

Lindsey Block is Head of Social Impact at Primark. Lindsey joined Primark in 2013 and overseas a global portfolio of partnerships and programmes in support of positive social impact and realisation of human rights across the supply chain. This includes Primark’s flagship cotton programme. Her work plays a key role in supporting the ESG compliance and reporting requirements of both Primark, and its parent company Associated British Foods Plc.

Lindsey has an MSt in Sustainability Leadership from the Cambridge Institute for Sustainability Leadership; an MSc in Development Economics from the University of London School of Oriental and African Studies; and a BA in Economics and Development from the University of Sussex. Before working at Primark, she was an economic adviser in the UK Government’s Department for Overseas Development, where she completed postings in the UK, Barbados, Nigeria and India. Lindsey is a Fellow of the Overseas Development Institute.
